The punishing impacts of structural racism, mass incarceration, neglect, and misplaced fear have created the conditions in our city in which 57% of individuals experiencing homelessness are formerly incarcerated (DC Fiscal Policy Institute).

We surveyed 5 large-scale housing providers who provided data on 10 projects in the pipeline across the District. Their projects totaled $15 million in acquisition, renovation, rental assistance, furniture, and supportive services costs.

Average Cost Per New Unit

To bring a new unit online, on average, it costs $29K in capital (e.g., construction / renovation), $11K in operating (rent, furniture, etc.), and $15K in service expenses (health, employment, family, transportation supports). Calculations are based on comparable state data and surveys of local housing providers.
